Bro the rift works by streaming input / output signals between your pc and the glasses. It´s a PC app which only works with VR headsets and is developed for the Rift.
You need to use oculus link. The official cable is super overpriced at like $80 but you can get a fake one on amazon for very cheap just be careful when getting fake ones.
Nah it's super easy to do! Just go to build settings in unity change to android click change platform then wait around 5 minutes and then build and voila. He used unity XR so it will work for the Oculus Quest too when it's an APK. It doesn't take that long.

to use a link you need a gaming pc no matter what, you cant even connect the quest with a link if you don't have the graphics card

They are talking about the oculus quest, it is run by android, and to get it on the quest we need the apk file
